The executive power and public security policies: a study in the Multiannual Plan - PPA of the Federal Government

The Multiannual Plan (PPA) is a fundamental government planning tool responsible for defining priorities and goals for the next four years, establishing essential guidelines for the execution of the Annual Investment Plan. This planning is crucial to guide the allocation of resources, ensuring that public policies are implemented effectively and within the established timeframes. This study investigates the role of the Executive Branch in the formulation and implementation of public security policies in Brazil, based on the principles of the Federal Constitution of 1988. The main objective of the research is to evaluate the allocation of resources to public security programs during the 2020-2023 Multiannual Plan cycle. The adopted methodological approach was qualitative and documentary in nature, focusing on analyzing federal budget execution for the mentioned programs. The research results indicate that, although 80% to 90% of the planned resources were effectively committed, there were significant limitations in the realization of the planned actions. Despite the financial allocation, a considerable portion of the analyzed programs was not fully implemented, highlighting the urgent need to improve public management and the efficient use of resources allocated to security. These limitations point to structural challenges in the administration of federal resources, which reflect in the incomplete execution of essential projects and actions for the improvement of public security in Brazil. Therefore, this study suggests the adoption of more effective control and monitoring mechanisms, as well as a more robust budget planning approach, to ensure that the goals of the PPA are fully and effectively achieved.
