Abstract

Health literacy (HL) is a critical determinant for patient autonomy in palliative care (PC). This article analyzes the barriers to HL in Brazil compared to international standards. Ordinance 3,681/2024 represents a historical advancement for the Unified Health System (SUS), but its success depends on Plain Language training.
