Budgetary management and strategic planning: a case study at the municipal department of water, sewage and sanitation (DMAES) of Ponte Nova – MG

Budget management aligned with quality strategic planning is necessary to implement important public policies. Thus, the objective of this article was to analyze the interrelationship between budget execution/control and strategic planning in the Municipal Department of Water, Sewage, and Sanitation (DMAES) of the municipality of Ponte Nova, Minas Gerais. Methodologically, a qualitative and exploratory approach was adopted, focusing on a case study for which budget documents (2022-2025) and the Municipal Basic Sanitation Plan (PMSB) were consulted, and interviews were conducted with municipal directors from strategic areas. The results reveal misalignments between the executed budget and the strategic goals of the PMSB, due to budgetary rigidity and operational contingencies. After analysis, an innovative model of budgetary-strategic integration is proposed to improve organizational vitality in sanitation agencies. The study contributes to the literature by highlighting the need for flexible management budgets in the municipal public sector, especially in contexts of persistent deficits in Brazilian sanitation.
