Social reintegration of people with schizophrenia in the city of Palmas-TO: Local limitations and lessons from international models

Abstract

This article analyzes the policies and practices of social reintegration for individuals with schizophrenia in Palmas-TO, contrasting the local model with national and international references for psychosocial care. The research adopts a qualitative approach, of a descriptive and analytical nature, based on a narrative literature review and documentary research with the Municipal Health Department, according to the Access to Information Law. The study identifies a central gap: although the Psychosocial Care Network (RAPS) in Palmas plays a role in community-based care through its Psychosocial Care Centers, the documentary analysis confirmed the non-implementation of essential national instruments for rehabilitation, such as Therapeutic Residential Services (SRTs) and the Homecoming Program. This structural gap, combined with a shortage of professionals and weak intersectoral integration, diverges from international experiences (Housing First, IPS), which indicate the integration between health, housing, and work as fundamental for the success of inclusion. It is concluded that social reintegration in Palmas-TO is, in addition to a technical-assistance challenge, an ethical and political issue, requiring concrete investments so that care in freedom becomes an emancipatory and citizenship-oriented practice.
