Comparative Analysis of Brazil's National Palliative Care Policy in Light of International Policies: Advances, Gaps and Perspectives

Abstract

Introduction: The need for palliative care is growing worldwide. Several countries have policies and programs that contribute to palliative care initiatives. In Brazil, the National Palliative Care Policy was established by Ordinance GM/MS No. 3,681 of 2024. Objective: To relate the National Palliative Care Policy to palliative care policies developed worldwide regarding format, target audience, access, professional training, team composition, education actions, and monitoring and evaluation indicators. Methodology: This is a descriptive documentary analysis with a qualitative approach, which had as its unit of analysis the National Palliative Care Policy and international policies on the subject. The searches were conducted on official websites, portals that made legislation available, and in databases. Subsequently, the documents were read, in addition to the preparation of a summary and a summary table, organization, and analysis of the data. Results: Fifty-two public policies were found, most of them in the form of legislation, published in the 2010s and 2020s and originating from Europe. In addition, they were aimed at patients diagnosed with life-threatening diseases and terminally ill patients, with health services as a means of access and monitoring indicators. Most of them required specialization and training of professionals, had doctors and nurses and had as educational actions the inclusion of the theme of palliative care in higher education and the training of professionals. Conclusion: The improvement in the provision of Palliative Care occurs due to a need for sustainability of health services and demographic changes. There are also challenges such as socioeconomic disparities, lack of access to specialized professionals, lack of access to medication and obstacles to accessibility. Therefore, greater awareness, dissemination and investment are essential so that Palliative Care is accessible to all who need it.
