Social oversight of public services in Goiás, Brazil: pathways for aligning the express portal and its regulatory framework with OECD guideline

This study analyzes the convergence between the practices of the Expresso Portal, the regulatory framework of the State of Goiás, and the guidelines of the Organisation for Economic Co-operation and Development (OECD), focusing on strengthening active transparency and social control in digital public administration. The research adopted a qualitative approach, combining comparative documentary analysis with empirical verification based on institutional evidence and freedom of information requests. International recommendations, state regulations, and data obtained through access to information mechanisms were examined to assess the level of alignment between guidelines, legal frameworks, and administrative practices. The results reveal a moderate level of normative compliance (47.8%) contrasted with low practical compliance (9.1%), indicating a significant gap between legal provisions and their effective implementation. Key gaps include the absence of structured evaluation methodologies, limited data transparency, and weak citizen participation mechanisms. These limitations directly affect citizens by restricting access to information, reducing service efficiency, and reinforcing digital barriers. The study concludes that the consolidation of digital government depends on the integration of legal frameworks, institutional capacities, and effective mechanisms of accountability, participation, and policy evaluation, contributing to improved public governance and institutional trust.
